DEFENSE & AEROSPACE

Army expands biodefense playbook.

The Army has unveiled a new biodefense strategy aimed at ensuring pandemics, pathogen leaks, or adversary-made biological threats don't sideline military operations. The plan includes five lines of effort through 2035, with early priorities on information sharing, modernization, AI-enabled threat detection, and faster acquisition. In short: the Army wants biology to be a mission factor, not a mission stopper.

Air Force bets bigger on the F-15EX.

The USAF wants to nearly triple its F-15EX Eagle II buy, growing the program from 98 to 268 aircraft and pushing total acquisition costs to roughly $36.9 billion. The move gives Boeing a major production boost and replaces aging F-15s, but delivery delays and supply chain challenges mean the Eagle still has a few hurdles left before it fully takes flight.

Space Force launch demand heads into orbit.

The USSF expects to spend nearly $17 billion more on national security launches by 2032, adding 91 missions and bringing its total launch portfolio to 337 launches worth $76 billion. The good news for taxpayers: average launch costs are falling.

INTEL COMMUNITY

Elevating OSINT tradecraft in support of national security.

OSINT Foundation Executive Director says the intelligence community should elevate open-source intelligence tradecraft as AI makes it easier to rapidly analyze huge volumes of publicly and commercially available data. The foundation is developing a new professional certification and pushing for more federal investment in OSINT, which the director says contributes to at least 20% of President’s Daily Brief citations despite receiving roughly 0.5% of the intelligence budget.

Pentagon's Secure Space Network: 50 mobile SCIFs coming to a supplier near you.

The DOD launched the Secure Space Network, a plan to design and deploy roughly 50 mobile SCIFs across the US at military installations, APEX Accelerators, and other locations. Many companies with relevant national security capabilities can't afford the time or cost to build fixed classified infrastructure, and lack of classified access has been a top industry barrier. The Office of Industrial Base Growth is leading the effort, using an agile acquisition approach with the SDA to speed delivery.

ICYMI:

  • PLAN acoustic database disclosed: China's submarines can now classify US Navy ships and reacquire targets more effectively near Taiwan.

DOD and NIH join forces on medical countermeasures for CBRN and pandemic threats.

The DOD and NIH signed an interagency agreement in early August to pool their strengths on medical countermeasures for CBRN threats, pandemic influenza, and emerging infectious diseases. NIH brings the science and funding; DOD brings the contracting infrastructure. Under the arrangement, OASW ND-CBD will award contracts, grants, and OTAs for therapeutics, diagnostics, and protective equipment, while NIH funds the work and supplies technical oversight.

DHS claimed $10.5B in savings. GAO says the math doesn't add up.

DHS reviewed 17,000 contracts under DOGE and terminated 438, then publicly claimed $10.5 billion in cost avoidance. GAO says that's overstated on two counts: the figure represents the maximum that could have been obligated, not what would have been, and DHS turned around and obligated $1.7 billion through other contracts to meet the same requirements.

OPM wants to crack down on federal job site spoofs with USAJobs data change.

OPM plans to change how USAJOBS shares job-listing data with third parties, requiring authorized API access instead of allowing outside sites to freely scrape postings, in an effort to combat fake federal job sites and employment scams. The agency says the move should make it easier to distinguish legitimate federal vacancies from spoofed listings while still allowing approved partners to redistribute USAJOBS information.
