Civilian agency spending plunged during the recent shutdown, with the 20 largest agencies spending 63% less in October 2025 compared to the same month the year before, and some individual agencies seeing drops as steep as 84%. The spending collapse reflects widespread furloughs of acquisition staff, delayed contract awards, and invoice backlogs.

NASA reduces Boeing Starliner flights following mission setback.

NASA has scaled back Boeing’s Starliner program after a 2024 crewed mission encountered thruster malfunctions that left astronauts aboard the ISS for nine months. Future flights will shift to cargo operations as the agency reassesses the spacecraft’s readiness for human transport.
