Congress passed a continuing resolution funding the Pentagon through Dec. 11, delaying action on the DOD’s ambitious $1.5 trillion FY27 budget request. The stopgap measure keeps spending near prior-year levels, creating headaches for new programs like Golden Dome and F-15EX procurement.

The USSF is running into three persistent barriers to commercial technology integration: requirements, classification, and operational integration. Col. Tim Trimailo of the CSO said the service has been buying capabilities "willy-nilly" without always thinking through training, funding, or concepts of operations. The problem is compounding as the service rushes to spend $18.8 billion in FY26 investment funds plus $5.9 billion from reconciliation.

Ten years of maintenance delays for Navy attack submarines have resulted in over 15,000 lost operational days and an estimated $3.4 billion in costs. The problem is getting worse: without mitigation, 15 attack submarines will enter inactive idle time from FY2026 through FY2030, costing over $3.1 billion more while the subs sit pier-side waiting for shipyard space that doesn't exist. The USS Pasadena alone won't reach a decommissioning berth until 2028 at a cost of $300 million.

A quiet but consequential policy update from DSCA just expanded Foreign Military Financing eligibility for direct commercial contracts from 10 countries to all 32 NATO members plus 19 major non-NATO allies, including Australia, Japan, and South Korea. Previously, only Greece, Portugal, and Turkey qualified among NATO nations. The change took effect April 1 and comes as direct commercial sales hit $226.8 billion in FY25.

The DOE’s Energy Dominance Fund (EDF) is wielding more than $300 billion in loan authority to accelerate energy, manufacturing, AI, and infrastructure projects nationwide. With $126 billion already deployed and a $2.5 billion transmission revolving fund in play, EDF is positioning itself as a major catalyst for private-sector investment.

ICE plans to award a $2M–$5M firm-fixed-price contract for contractor support to acquire, securely deliver, and analyze voter-registration and voter-history data from potentially all 50 states, D.C., and U.S. territories for Homeland Security Investigations fraud-detection efforts. Privacy advocates are challenging the effort, arguing that aggregating voter records into a federal investigative system could violate privacy protections and expose eligible voters to inappropriate government scrutiny

The House voted 370-48 on September 1 to pass a continuing resolution that keeps the government funded through December 11 and averts an October shutdown. For the federal IT community, the bill extends three key programs: the Technology Modernization Fund, the Cybersecurity Information Sharing Act of 2015, and the Federal Cybersecurity Enhancement Act.
