The concern: the contracts allow "all lawful operational use" with no clear limits on domestic surveillance or autonomous weapons.

GAO is keeping the heat on the DOE. Of the 30 priority recommendations issued in April 2025, DOE has closed just five. GAO now has 24 open priority recommendations covering nuclear modernization, environmental cleanup liabilities, and energy security, including the Strategic Petroleum Reserve. Implementing the open items could save billions in nuclear waste cleanup costs alone.
VHA is modernizing, but the real test is whether veterans and providers get a better experience.
