COMPLIANCE CORNER

Two CAS Board final rules took effect October 1, 2026.

The first raises the thresholds. The basic applicability threshold goes from $2.5 million to $35 million, and the full-coverage and Disclosure Statement threshold doubles from $50 million to $100 million. Disclosure Statements are now required only at the segment level. Contractors who fall below the new full-coverage line can move to modified coverage at their next cost accounting period, provided they have no unresolved noncompliance. IDIQs are now treated differently by type: multiple-award IDIQs are assessed order by order, while single-award IDIQs are assessed once at award, using the ceiling of the whole vehicle. The second rule eliminates CAS 407, and its remaining production-unit variance requirements move into CAS 418. Your current standard costing practices don't need to change. However, any future change to them will be treated as unilateral, so the contractor bears the cost. To stay compliant:

  • Re-run your CAS applicability analysis under the new thresholds for every new proposal and award, and certify your status correctly.

  • Keep following CAS clauses in existing contracts until they're formally modified. Ask your contracting officer about removing them where you now qualify for an exemption.

  • Resolve any open noncompliance before transitioning to modified coverage.

  • Update your paperwork. Keep Disclosure Statements current only for segments over $100 million, and update your subcontract flowdowns to the new thresholds.

  • Evaluate single-award IDIQs at their full ceiling value.

  • Leave standard costing practices alone unless a change is worth paying for yourself.

  • Watch for the Board's upcoming rule on contract price adjustments.

NSA releases zero trust guidance for OT systems in the DOD and DIB.

NSA released a Cybersecurity Information Sheet detailing how to apply zero trust principles to operational technology environments across the Department of Defense, National Security Systems, and the Defense Industrial Base. The core message is direct: assume you are already compromised and verify everything. The timing matters because adversaries are now using AI to automate reconnaissance and accelerate exploits at a speed legacy OT was never designed to handle.

AUTOWARCOM: $50B in reconciliation still waiting on Congress.

Hegseth wants $50 billion for autonomous and robotic systems as part of the administration’s broader $350 billion reconciliation request, but Congress has not approved it yet. The House passed a much smaller $60 billion version focused on munitions and active conflict costs. Without the full amount, AUTOWARCOM, targeted for activation October 1, 2027, and the broader autonomous warfare push could be deferred to FY28.

TRIVIA ANSWER ⭐️

A) About $100,000 each — The spacesuits designed for walking on the Moon had to be tough, strong and supportive. It’s not surprising then, that Nasa commissioned them from a bra manufacturer – the International Latex Corporation. During a spacewalk in March 1969, Apollo 9 astronaut Rusty Schweickart became the first person to test the new outfit, stepping outside his Apollo spacecraft in orbit around the Earth. (Source)
